Tom Brown

Tom Brown, tobacco program officer, came to the Trust from directing a major national program of the Robert Wood Johnson Foundation (RWJF), Faith in ActionFaith in Action is an interfaith, volunteer, care giving program for the elderly and disabled with app. 700 local chapters located throughout the United States.

Prior to his work with RWJF, Tom was a senior administrator in the UNC system.  He is a graduate of Wake Forest University and holds the M.Ed. from the University of North Carolina at Chapel Hill.  He is married to Suzette and they have two adult sons.

Brandi Behlke, Grants Manager, began work with the Health and Wellness Trust Fund in 2006 managing teen and college tobacco use prevention grants and the Oral Health Initiative, which works to provide dental care for the underserved in North Carolina. Previously she worked at Blue Ridge HealthCare as the Tobacco Prevention Coordinator funded through the Duke Endowment (2003) and later through the HWTF (2004) as a Phase II grantee.

Brandi is a graduate of East Carolina University and holds a Masters of Education (MAEd.) from Western Carolina University. She currently resides in Morganton with her husband Rein, who is the co-owner of Burke Outdoor, and their two children Emma and Deacon.

Brandi Behlke

Tish Singletary is currently the grants manager for the East Region as well as training director for the Division of Public Health, Tobacco Prevention and Control Branch.  Prior to working for both organization’s she was the Clinical Services Program Manager for Duke Prospective Health, a  pro-health service  program offered to Duke employees and their eligible dependents.    In this role, she was responsible for building and marketing  health coaching services to address prevention and encourage healthy lifestyle choices including smoking cessation. Tish’s tobacco prevention experience began in 1998  when she served as the statewide coordinator for Tar Wars, a children’s tobacco-free health education program developed by Doctors Ought to Care and the American Academy of Family Physicians. 

Tish is a graduate of the University of North Carolina at Chapel Hill where she majored in Radio, Television and Motion Pictures.  She resides in Wake County with her husband, Michael, a graduate of North Carolina State University, their daughter Lauryn, and Shoe, the guinea pig.

Candice Justice

Tish Singletary

Candice Justice, Grants Manager, works with both the teen and college tobacco initiatives and manages the You Quit, Two Quit program, which is designed to assist pregnant and postpartum women quit smoking. She has been involved with the tobacco initiative since its inception in 2003, previously administering a teen tobacco grant at Catawba County Health Department, before joining the Trust in 2006.

Candice is a graduate of Appalachian State University and holds a MS in Health Promotion from the University of North Carolina at Charlotte. She resides in Newton with her husband, John, who is a Store Manager with Food Lion, and their twin daughters Abigail and Allison.

Sterling Fulton-Smith

Sterling Fulton-Smith, Program Associate, works with both the teen and college tobacco initiatives and manages the Breathe Easy Live Well and Old North State Medical Society Tobacco Cessation programs. She joined the tobacco initiative in September of 2007. Prior to her work with the Health and Wellness Trust Fund, Sterling worked in health care delivery as a Managed Care Specialist for the Managed Care Patient Assistance Program (or MCPA) at the NC Department of Justice and as the Strategic Operations Manager working to implement integrated delivery systems within a subsidiary of Blue Cross and Blue Shield of the Rochester Area. 

Sterling is a graduate of Hampton University and holds a MHA degree from The Pennsylvania State University.  She has two sons and resides in Cary.
